Make-up?
Natalie got into some fingernail polish and used it as eye make-up.
She's done this before and it will wear off on its own.
The polish is too close to her eyes to try and use anything to remove it.

Which child was suppose to be watching her that day?
Actually, I put her to bed and then went to sleep. Obviously she did not go to sleep right away herself.
